UNITED NATIONS (AP) - The nuclear test ban treaty has
been ratified by 125 countries, but after nine years
its prospects of entering into force are grim because
of 11 holdout nations - including the United States -
whose support is essential.

Student union elections: SC asks for guidelines

NEW DELHI: The Supreme Court on Monday granted time till November 7 to the Centre to submit its views and suggestions for formulating guidelines for conduct of student union elections in educational institutions across the country.

Apex body


A Bench of Justice Arijit Pasayat and Justice G. P. Mathur had on September 19 asked the Additional Solicitor-General, Gopal Subramaniam to file the response of the Centre within 10 days and directed listing of the matter for further hearing on October 3.

On Monday Mr. Subramaniam told the bench that the Association of Indian Universities, the apex body of Indian universities, should be impleaded in the case.

While accepting the plea of the ASG, the Bench said that the views of all the State Governments should also be sought and adjourned the hearing to November 7.

Kerala University


The Bench was hearing a special leave petition by Kerala University challenging a High Court order holding that colleges affiliated to various universities in the State were free to follow a system for elections to college unions that was better for the administration and maintenance of discipline on college campuses.

Affiliated colleges


The High Court said that the universities could not insist the affiliated colleges to conduct presidential form of elections as against the parliamentary form of elections hitherto followed.

Considering the important issues involved, the apex court on the last occasion had enlarged the scope of the SLPs.
