China gives large military aid to Nepal Newindpress.com Wednesday October 26 2005 00:00 IST IANS KATHMANDU: In a move that will raise eyebrows in New Delhi and even Washington, China has pledged military assistance of $989,000 to Nepal eight months after the kingdom's principal military aid givers continued to keep their assistance on hold. Gen Pyar Jung Thapa, chief of the Royal Nepalese Army, on Tuesday returned to Kathmandu after a weeklong visit to China, bolstered by the new agreement. "China has committed 8 million yuan ($989,000) - for military assistance to Nepal," Thapa told the media at Kathmandu's Tribhuvan International Airport. He added that, "We have decided to buy our military equipment from China." It was not immediately clear whether the Chinese assistance would come in hard cash or be given in the form of arms and ammunition. But Gen Thapa made it clear that it was not a one-time assistance. "China has agreed to provide similar assistance next year too," he said. The new agreement would cause concern to India, the US and Britain, who have suspended military assistance to Nepal since February, when King Gyanendra seized power by force. "It is a serious concern for India especially if the agreement with China is going to be a long-term plan," Indian defence sources in Kathmandu told IANS. They added that, "New Delhi would be looking into this seriously." The Indian Army is also keeping an eye on Nepali foreign minister Ramesh Nath Pandey's October 27-31 visit to Pakistan. Indian defence authorities feel Pandey's Pakistan trip might also result in agreements on the supply of military equipment. Gen Thapa's visit to China at the invitation of the Chinese People's Army was preceded by a visit by Pandey, which resulted in Beijing granting $12.43 million assistance to Nepal without tying it down to any project. Nepal's previous military aid givers - India, the US and Britain - have said their assistance would not be resumed till the king handed over executive power to a democratic government and improved its human rights record. China is also said to be providing aircraft to Nepal. Chinese military aid for Nepal was on the cards since Friday when Chinese defence minister Cao Gangchuan told the official media in Beijing that China would promote military cooperation with Nepal. Three major newspapers respectively Manorama, Mathrubhumi and Deepika came out with front-page main heading of promises given by Manmohan Sing and Sonia Gandhi on NRK participation in coming Kerala assembly elections. Before going to any conclusion I am really surprised to ask the question how our depolitical leaders can talk on such a serious issue without having any debate? Is this not violation to code and conduct of the on going by election process? Did our Hon. Prime Minister or Congress Chief find a solution? Do these leaders come up with any political understanding on such a serious issue? Did our Parliament debate this issue any time? Or our so-called fourth estate did any homework on this issue? Voting right for NRK/NRI raises a lot of questions; questions from the beginning; who is an NRK/NRI? and is NRI/NRKs have any classifications? Do all these people will be eligible to participate in our electoral process? Who should be recognized as an NRK/NRI?
