"We will provide all assistance to the state government but a strategy to counter militancy has to be devised locally by the state government as they are the people working on the ground," Special Secretary (Internal Security) in the Union Home Ministry Ashish Mitra, told reporters here. Referring to the spurt in militancy in the state, he said "there is a trend of such increased attacks by militants whenever there is change of government." Sharing the statistics of the violence this year in the state, Mitra said there was a 22 per cent drop in number of incidents in the state and 34 per cent reduction in the number of civilian casualties this year compared to last year. He said the infiltration levels continued to be very low and an estimated 219 militants had managed to enter the valley this year while 175 were killed during the incursion bids. The number of incidents in the valley from January to October this year was 1736 in which 170 security personnel, 490 civilians and 818 militants had been killed so far.
