NEW IRANIAN LAW MAY REQUIRE JEWS/CHRISTIANS TO WEAR COLORED ID TAGS
United Press International reported on May 19, 2006, that Iran's parliament has passed new laws that would require Jews, Christians, and other minority religions to wear color-coded ID badges. Supreme leader Ayatollah Ali Khamenei is still required to approve the law for it to take effect.  If approved, the law would require almost 25,000 Jews in Iran to wear a yellow strip of cloth on their clothes.  Christians would be required to wear red badges and Zoroastrians blue.  (UPI/ Christian Newswire)

   BEYOND CASTE

   Why only caste? Reserve seats in educational
   institutions on the basis of schooling, gender
   and family income. That is the affirmative way to
   ensure social justice. Purushottam Agrawal opens

   The Indian government's intention of introducing
   caste based quotas for the "Other Backward
   Classes" in centrally funded institutions of
   higher learning and the prime minister's
   suggestion to the private sector to 'voluntarily
   go in for reservation', has once again sparked
   off a debate on the merits and demerits of
   caste-based reservations. Unfortunately, the
   predictable divide between the votaries of
   "social justice" on one hand and those advocating
   "merit" on the other seems to have once again
   camouflaged the real issues. It is necessary to
   take a holistic and non-partisan view of the
   issues involved.

   The hue and cry about "sacrificing merit" is
   untenable simply because merit is after all a
   social construct and it cannot be determined
   objectively in a historically unjust and unequal
   context. The idea of competitive merit will be
   worthy of serious attention only in a broadly
   egalitarian context. But then, caste is not the
   only obstacle in the way of an egalitarian order.

27% OBC quota to be implemented: UPA, Left

The UPA coordination committee and the Left Parties tonight decided to implement the 27 per cent reservation for OBCs in higher educational institution in letter and spirit.

"The percentage of reservation for OBCs will be fixed at 27 per cent. Legislation for this purpose will be brought in Parliament in the monsoon session." Defence Minister Pranab Mukherjee told reporters after a three-hour meeting.

Mukherjee said that after the law is passed by Parliament, reservation for OBCs will be implemented in central education institutions from the academic session commencing from June 2007.

Mukherjee said that keeping in view the interests of all sections of the students community and to meet their aspirations for opportunities for higher education, the number of seats in educational institutions under the purview of the central government will be increased.

A resolution to this effect was adopted at the meeting of the UPA Coordination Committee and Left parties.

I am not supporting Arjun Singh's way of handling the reservation issue-------
but I have just a quarry whether do you have any plan to provide the opportunity
to those classes who have not allowed to go to school just because they are from
lower class or backward class------------when SC/ST?OBC system was forst
introduced-- what happened do we solely have a bunch lower class least educator
people------- the thing is that you have to bring them in the system and provide
the opportunities to enrol themselves into the system- if they are smart enough
they would come out with flying colors and if not then they will go to the
trash----- it is the question of providing opportunity and if they can not
compel then they would not have any feelings of being cheated by the
country---------if we look at the villages of several Indian States especially
Bihar, UP, MP and others people were not allowed to go for study just for their
lower caste------------ and that discrimination based
  on caste starts from their first day of schooling------------------------ How
we can progress with a significant percentage of people being uneducated just
because of cast factor-------------- there needs to be done something
seriously--who knows we will not have excellent people coming from their
community--------------------------

IMPHAL, May 18: "With 4.2% of the pregnant women in
Ukhrul district tested HIV positive, Manipur ranks the
highest in the percentage of HIV positive cases among
pregnant women in India.

Pregnant women are considered as surrogate indicator
of general population. So this rate clearly indicates
that HIV/AIDS in Ukhrul needs immediate action and the
people should not overlook this issue for Naga
integration." This was stated by NACO Consultant Dr Khomdon Lisham.
Dr Khomdon said that the people of Manipur in general
are busy with integration ? whether safeguarding it or
constructing it ? but worldwide Manipur has become
famous for HIV/AIDS. Observing that the issue should not be ignored any
longer, the doctor said, "As per a UN report 100 lakhs
new cases of HIV infection are expected in five years
from India alone." Explaining the possible cause for the sharp rise in
HIV infection in Ukhrul district, Dr Khomdon said,
"The present scenario of HIV/AIDS in Ukhrul is due to
the high presence of injecting drug users (IDUs) in
Ukhrul. Three-four years back out of the 500 IDUs
about 60-70% were unmarried."

Stressing that some specific targeted projects are
required for Ukhrul district, he said that Ukhrul
proper, Kamjong, Chassad and Jessami report the
highest cases of HIV/AIDS.

Another issue Dr Khomdon highlighted was the rising
cases of HIV infection among the Assam Rifle
personnel. Referring to NACO report on HIV infections
among army he said, "Around 550 AR personnel deployed in Manipur and
Nagaland are HIV positive and
around 5,200 infections are reported among the Indian
military forces."

He said that some intervention programmes for the army
have already been undertaken by UNAIDS and the army
and very soon "separate work place policy will be made
and compulsory HIV/AIDS testing among new recruits might be introduced".

Dr Khomdon was speaking to media persons after
presenting a paper on "Present scenario of HIV/AIDS
and role of Meira Paibi" at the training of women
leaders and sensitization on HIV/AIDS at the Sangeet Natya Bidyalaya,
Kwakeithel today.

Jointly organised by Meitei Leimarol Sinnai Sang and
Manipur State AIDS Control Society, Dr H Angomcha,
psychiatrist JN Hospital and Dr Gaining Gangmei, MO,
IWR spoke on "Drug abuse and youth and their vulnerability to
HIV/AIDS" and "Women, STTDs and
HIV/AIDS".
