The Quota and Res.issue is a short time battle generated between Other
Forward Castes(OFCs) and OBCs.mostly in the cow belt zones .It's social
issue but politically motivated  and the moves have created tensions .
The real reasons are historical in nature and form. We need to have
interactions with the students to mitigate the tensions to some extent.

The United Nation Office of High Commissioner for Human Rights (OHCHR) has recently published an appalling report on the list of people who have been “disappeared” in Nepal for a long time. This report published on 26th may 2006 primarily focuses on the three battalions of the 10th Brigade of the then “Royal Nepal Army” who have been found deliberately being involved in the acts of illegal detention, torture and disappearances, and also the possible killing of the listed 49 people.

The National Human Rights Commission (NHRC) had already received the information regarding such activities involving illegal detention by  the Bhairabnath Battalion based in Maharajgunj under the 10th Brigade during our tenure. At that time, when the commission had tried to investigate regarding the issue, the members of the commission were criticized as being “anti-army”. They were also then restricted from visiting the detention areas, thereby deterring NHRC to fulfill its legal obligations, which have also been highlighted by different media, time and again.

The truth on the extent of human rights violations that the “Royal Nepal Army” has committed in the name of containing the “terrorists” was exposed in the report published by the NHRC regarding the “Doramba” incident.

This recently published report by the OHCHR is also an exemplar of how the illegal activities increased in the security bodies after the king Gyanendra seized absolute power after sacking an elected government on 4th October 2002. It is however surprising to see how the present government formed in  the spirit of bringing “democracy (Loktantra)” under the leadership of Seven Party Alliance
(SPA) and other political parties in and outside the House of Representatives has remained quiet on the issue of the disappearance of those 49 people from the same place when the CPN (Maoists) and the SPA have both shown commitment towards human rights in their 12-point understanding.

In this regard, these responses of indifference towards a reliable report of a consistent international institution like United Nation depict truth about the culture of impunity and insensitivityof human rights.

We urge the government to immediately suspend the then commander of the 10th Brigade- Colonel Raju Basnet along with the Chief of Army Staff, Director General of the Army mobilization department and the Director of the army intelligence department who were fully aware of these activities. We would also like to appeal the government to form a reliable  mechanism immediately so as to investigate those 49 missing individuals and other cases of disappearances as cited by the OHCHR.

We should not ignore the fact that these acts of disappearance have also been conducted by the CPN (Maoists) during the violent conflict. So, we believe that this mechanism should also include the investigation of all the cases of disappearances by the Maoists.

Finally, we would like to appeal to all those human rights defenders and those who have been advocating for the protection of human rights to raise their voice against “impunity” and to bring the perpetrators to justice so as to give the justice to the victims of human rights violations.
