The Governor has also sought details of the steps undertaken by the district administration after the April six communal violence in the communally-sensitive town in which seven persons were killed. Meanwhile, the state government has deputed the special task force to trace the killers of the BJP leader and others besides pursuing the entire matter leading to frequent communal violence in the city. The Governor also asked Chief Minister Mulayam Singh Yadav to ensure that the Gandhi 'Samadhi' at Rampur is not disturbed in the name of renovation work as apprehended by the Congress, the spokesman said. Former Congress MP from Rampur Begum Noor Bano had given a memorandum to him on May 31 demanding stopping of the ongoing repair work at the Gandhi memorial allegedly without the permission of Archaeological Survey of India (ASI). She alleged that SP workers, on the directives of Urban Development Minister Mohammad Azam Khan, were trying to destroy the Samadhi where Gandhi's ashes were buried and requested the Governor to ensure that the renovation is carried out after a no obection certificate from ASI. But pelting stones on private vehicles and other property and erecting roadblocks by burning tyres and wood and even vehicles can only be regarded as unruly mob behavior. What angry protesters, mostly kids in their teens, did in Gulbahar Karachi and certain other areas of the city on 30th May reminds of the need for educating the masses in dealing with such problems. Such unruly mob behavior has often been seen after bomb blasts and sectarian killings When strikes calls are made even by small parties, many citizens and shopkeepers prefer to remain in their houses for fear of unruly mob behavior as criminal and fifth columnists take opportunities in looting shops or damaging public property. There is also need for creating civic sense among masses so that the city may be kept clean. Public toilets need to be built in busy areas like Sadder where people use boundary walls of a church and historic Jehangir Park as urinals. The need for obtaining legal connections for electricity, gas and water also needs to be emphasized as in Kuthcie abadi illegal connections are common but they pay extortion money to corrupt elements in law enforcement and amenity providers. In Creating Civic Sense Among The Masses Opinion Makers Like Union Council Members, Pesh Imams Of Mosques, School Teachers, Mnas, Mpas And Political Activists Of Different Parties Must Contribute Under A Plan Launched By The Chief Minister Or City Nazim Who May Invite Different Leaders And Ulemas to Prepare Outlines Of The Plans And Provide Them Literature And Facilities In Educating The People In Their Area. Videos of the persons engaged in pelting stones and other subversive activities can easily be made and would help in identifying the persons needing treatment for adopting responsible behavior in true Islamic spirit. Newspapers, magazines and TV channels can also help in motivating people in helping in creating civic sense. People need to be reminded of the following saying of the Holy Prophet Muhammad (SWS) "If anyone of you sees an evil, he must change it with his hand.
