[1] http://www.hindu.com/2006/06/16/stories/2006061616801500.htm Delay in decision on Religious Freedom Bill Special Correspondent JAIPUR: Governor Pratibha Patil is yet to act on the Rajasthan Religious Freedom Bill 2006, re-sent to her by the State Government after a Cabinet decision on Monday. A decision is likely only after Ms. Patil, now in Mount Abu, reaches the State capital on June 19. The Governor had acted under the Provision of Article 200 of the Constitution to return the Bill "reserving it for the consideration of the President." She had reportedly objected to certain provisions, which infringed upon individual freedom. Referred to legal experts The Cabinet meeting, while deciding to re-send the Bill, noted that the points raised by Ms. Patil had been referred to legal experts, including the Advocate-General of the State and clarifications provided. Parliamentary Affairs Minister Rajendra Singh Rathore communicated the decision of the Cabinet on the Bill -- along with other decisions -- to media persons. Chief Minister Vasundhara Raje has maintained her silence. The Bharatiya Janata Party, the Vishwa Hindu Parishad and front organisations of the Rashtriya Swayamsevak Sangh welcomed the Government's decision while human rights bodies, minority organisations, Congress and the Left condemned it. Expert's view "The Rajasthan Government has not respected the Constitutional discipline by deciding to send back the Bill to the Governor. The Government should have forwarded it to the President as it was suggested by the Governor," legal expert Rajeev Dhavan said. "In order to appreciate the Governor's decision we have to bear in mind that India is not just a democracy but a constitutional democracy founded on secular principles designed to protect the freedom of thought and belief of all, including any minority, however big or small," he said. The legal experts are of the view that the Governor might forward it to the President directly and leave it to him to decide. There is at least one precedent in Rajasthan in which a Bill -- for renaming Jodhpur University Jainarain Vyas University -- was sent directly to the President by the then Governor O.P. Mehra. "The struggle will continue. Mr. Madhu Chandra said further that 27% OBC Quota will give bright prospective for OBC communities of Manipur in higher professional studies. Presently Scheduled Caste communities of Manipur enjoy 15% and 7.5% by Scheduled tribe in central employment and educational studies. However the UPA governments 27% OBC quota will give 27% to OBC communities of Manipur in Higher Professional Studies, which is much higher percentage comparing to the SC/ST communities of Manipur are enjoying presently. The Anti Quota movement led by Medicos, IIT and IIM students back up by upper caste communities have questioned the validity of Reservation in 21st Century. SC/ST communities in India could come up in education and economic through reservation provision available in Indian Constitution but it has become a threat when upper caste communities question its validity and mushrooming of private sectors. Shri Naorem Kalimohon, in his concluding remark, appealed to whole public of Manipur that the reservation is a much needed mechanism for weaker section of the society, therefore UPA Government's proposal of 27% OBC reservation should be welcomed by whole state as it will benefit majority of Manipur who fall under OBC categories. Shri Kalimohon has also appealed to all Schedule Caste communities (Lois) of Manipur to stand united and fight the forces fighting to cease the reservation in employment and education. He further says, instead of fighting within ourselves, it will be better to fight the constitutional right of SC/ST which upper caste communities of the country are trying to take away. While he was participating in the ceremony the dominant caste people could not bear him there so they started beating him. While his family members and some villagers tried to rescue him the accused assaulted and chased them away. Finally the victim was died due to beating. The perpetrators then left his body on National High Way and ran away. A wooden pole holding electricity wire had been fell down and broken six months ago. Due to that the dalits of the colony do not have power supply in their location. TIRUPATI: Envisioning a `harmonious society', he has taken up the task of performing inter-caste marriages and has finished 265 in a span of fifteen years. For Mukthiravvala Koteswara Rao, a senior telephones supervisor in BSNL, Tirupati who is with Adarsha Vivaha Vedika, wedding is just the unification of two hearts. No need to look for religion, caste, horoscope and dowry. Adarsha vivaham Before preaching, he practised the same to let others emulate. The Dalit reformer married a Tamil mudaliar girl in 1991, which incidentally was the first `Adarsha vivaham'. And of course there was no looking back. He performed marriages of a Marwadi girl with a Brahmin boy in Tirupati, Marwadi girl with a Muslim boy in Nellore and Dudekula girl with Madiga boy in Kadapa. He also had to incur the wrath of a couple of factionists for ruffling their feathers in 1996. He shot into fame when he got a Hindu boy married to a Christian girl, in Christian style in the vicinity of the famous Kanipakam Vinayaka temple near Chittoor. Odd combinations "My `odd combinations' often created a rift between TDP and Congress followers, RSS and Muslim activists, Reddy and Kamma families'', he says with a smile. On the face of it, it is only about two individuals, their tastes and preferences. But, the issue assumes alarming proportions when two families, two communities or two villages intervene, he adds.
