They have named RJD MP Pappu Yadav, himself an inmate, as being in the forefront of running an extortion racket within the jail premises, and said that it was mainly the Kashmiri prisoners who were at the receiving end of his "arbitrary actions and high-handedness." "A hate campaign against the Kashmiri inmates is being spearheaded with the connivance of some jail officials. We are being harassed and blackmailed too on flimsy grounds. Pappu Yadav, lodged in Jail No. 3, is using various unlawful and inhuman tactics, including blackmail, to extort money from the Kashmiri prisoners," a letter written to this newspaper alleged. The latest victims of his "criminal activity," according to the letter, have been Sahil Zaroo, the 22-year-old Kashmiri who was briefly lodged in Tihar following his arrest by Delhi police in connection with the Rahul Mahajan incident, and another inmate from the Valley, Nasir Mir. The letter is signed by Muhammad Ahsun Untoo, lodged in Cell No. 21 of Ward No. 10 of Tihar Jail. Mr Untoo was heading a local human rights group in Jammu and Kashmir before the Delhi police arrested him a couple of years ago on various charges, including receiving funds from abroad through illegal channels and for "waging war against India." It has on it the names of 17 other Kashmiri prisoners. The inmates have also alleged that jail officials openly demand money for permitting interviews with their visiting relatives. The Kashmiri inmates, the letter adds, can get nothing, not even essentials, from outside their cells without paying a bribe which is not the case with most other prisoners "who get in anything and everything that they want." It further says: "Before being incarcerated, we had read in newspapers that Tihar is not a jail but like an ashram, but here it does not seem to be any different from Abu Ghraib for us Kashmiri inmates. The conditions here are very bad, at least for us who are being discriminated against, (and) all this is happening because of religious and political bias against the people of Kashmir," says the letter which was written on June 19.
